Panchayat Raj Institutions Structure (in India)
Panchayat Raj refers to the local self-government system in India. It operates at three distinct levels:
1. Grama Panchayat (Village Panchayat)
This is the lowest tier of the local governance system, comprising a single village or a cluster of small villages.
- Elected Members:
- Ward Members: Representatives directly elected by the people from each ward.
- President/Chairperson: Elected either by the ward members from among themselves, or directly by the people (depending on the state).
- Vice President: Elected by the ward members from among themselves.
- Key Functions: Fulfilling local needs such as village development, drinking water supply, sanitation, public health, primary education, maintenance of roads and streetlights, and the promotion of agriculture.
2. Block Panchayat / Panchayat Samiti
This is the intermediate (middle) tier, positioned above the Grama Panchayats and below the Zilla Panchayat. It connects all the Grama Panchayats within a specific block.
- Elected Members:
- Members directly elected from the block constituencies.
- In some states, the Presidents of all Grama Panchayats within the block also serve as members.
- The Block Panchayat President and Vice President are elected from among the members.
- Key Functions: Planning development projects at the block level, providing technical and financial assistance to Grama Panchayats, and coordinating block-level health and educational institutions.
3. Zilla Panchayat (District Panchayat)
This is the highest tier of the Panchayat Raj system, coordinating the activities of all Block Panchayats within a district.
- Elected Members:
- Members directly elected from various divisions (constituencies) within the district.
- The Zilla Panchayat President and Vice President are elected from among the members.
- Members of Parliament (Lok Sabha) and Members of Legislative Assembly (MLA) from the district are also sometimes ex-officio members.
- Key Functions: Planning the comprehensive development of the entire district, monitoring the functioning of Block and Grama Panchayats, leading large-scale district development projects, and resolving common issues spanning across geographical boundaries.
Summary: This three-tier system ensures a unified and integrated approach to development, starting right from the village grass-roots level up to the district level.
